The FOCUS HIV/HCV Project provides routine HIV and Hepatitis C Virus (HCV) testing and linkage-to-care in five federally qualified health centers (FQHCs) in Philadelphia, PA. These health centers primarily serve homeless persons and public housing residents.
The project integrated dual routine testing through a medical assistant-initiated, opt-out, laboratory-based model. It uses electronic medical record (EMR) modifications to prompt, track, report, and facilitate reimbursement for HCV testing. This model has been recognized by the CDC and the World Health Organization as a best practice in their HCV Testing Guidelines.
The health centers are managed by the Public Health Management Corporation (PHMC):
